[SBU Board] update on location for the winter and summer 2020 sectionals

In short...we don't have a location.  Vasa has raised its fee to
$1900/day....and the Teamster Union Hall will only let us have it for
Sat/Sun, and are not sure we can have it at all (long shot,John and I will
lay it all out at our Aug meeting at the MI library).
So, we are on the hunt for a place to play in Feb 2020.  Two weekends are
available: Feb 14-16 and the last weekend in Feb (I think it is the 27, 28,
March 1).

When I'm back from the NABCs I'll start looking in earnest.  In the
meantime, we need to beat the bushes to see if we can find anything in the
area, including checking with the Boeing Machinists Hall, the IWB hall in
Renton, and anywhere else.

If nothing is available, we may have to try to get Bothell, but this will
play havoc with our flyers/getting the word out to our members.

We do have a venue for the summer: Kent Commons, the weekend before
Lynnwood.
