[SBU Board] Tournament committee findings & recommendations

Tim - I think this is already on the agenda, but please have this discussed
prior to anything related to 2017 schedules, flyers, etc.  if not already,
as it influences those plans.

All - please review this doc in advance of the board meeting tomorrow
evening if at all possible.  I'd like to constrain discussion at the
meeting to voting for/against the specific proposals from the committee and
agreeing on implementation plan, so that we can finalize our event
structures for 2017 promptly.

Since we have a number of folks who won't be at the meeting, feel free to
send any questions or concerns regarding the proposals directly in advance
of the meeting, and I'll be happy to respond or clarify.
