[SBU Board] July Start Times

I'm in accord with John in not having a strong opinion and in emphasizing
the importance of highlighting the times in as many ways as we can through
the flyer, the SUN, announcements, etc.

My preference would be to test the waters by changing the Sat start times
and keeping Friday close to what we currently have.  I guess that's option
3.
