Yes, it's a government agency that now depends from a ministry (used to 
depend from the president's office).

So my guess is that those messages were implemented server wide and this 
guy has absolutely no clue about what's going on.

mincyt means Ministerio de Ciencia y Tecnologia (Ministry of Science and 
Technology) ;)
