Google translation says this:
"Instead agencia.secyt.gov.ar now mincyt.gov.ar
greetings"

So I don't think this is an out-of-office reply, just a "Hey, I'm at 
a new address now" message.  I sent him a message (at the "new" 
address) off-list Friday trying to let him know we are seeing all his 
messages...
