Alternative to Crontab

Well, we're getting no where with this.

I still say the activity is what they are watching and there is not much of a 
way around that unless you can cut down on the activity.

And I don't even know what you're using to go get the file, and it would also 
be nice to know, on average, how often does the file change... etc etc etc.

Not sure there is a way around this other than to get a different ISP.  I've 
never heard of such a restriction.
