Alternative to Crontab

"What do you use as a command in your crontab  to go get the file?"

I'm not using cron. I could if it was allowed every minute. Assume the file
is changing constantly and I need to grab it at least every minute. The data
being grabbed is irrelevant, just the process or method is what I'm looking
for. Crontab would do just fine if I could run it every minute.
