Alternative to Crontab

I would like to use PHP. But like I said, I would have to use crontab and my
ISP does not allow it to be run every minute. I need to fetch the data at
least every minute or in realtime, if that is possible (eg. something that
mirrors the file). The file is on a remote site that I do not have access
to, except for fetching the csv data. I don't know if my ISP considers the
activity or just the cron jobs running. The do monitor the cron jobs
running. I only wanted to know if there were any alternatives to crontab.
The python sleep() solution suggested by Bill maybe one alternative, I have
no idea what is the 'at' program. I'm sorry if I didn't provide more
information.
