They are wrong. Or at least not accurate. Plone is a CMS. It is built on
Zope, which is a framework that could be made do anything. Zope in turn
is built on Python. There are a few other interfaces in there as well.
Zope/Plone strive to separate content from layout.
So, it you use Zope direct, you need to build a bit to get a CMS. If you
use Plone, you get a CMS built on top of Zope.

I can install a Plone site in 30 minutes from download to availability.
In this site there can be users and all access control, multiple
language support, search, configuration and many default features.
I think the confusion is Zope vs. Plone. Install Plone (which will
install Zope for you) and you are ready.
