Yes. I've used TightVNC both ways (Linux - Win; Win - Linux). Can't say 
I've tried it on something as old as NT351 or NT4 but if TightVNC makes 
a version for them, can't imagine any reason it wouldn't work.

I don't trust the security built into TightVNC so I've only used it 
across the public network via SSH. TightVNC has encryption and a 
password mechanism, but no way to require certificates.

Like any bit-flinging screen-scraper application (pcAnywhere, rdp) it 
works much better with a good network in between. But it is usable for 
admin tasks even over dial-up or this horrid satellite that I have.
