Go exploring in your ~/.kde directory (might be .kde2). The "links" that 
start things in the panel should be there somewhere.

To amplify your last point. It was the legendary instability 
(politically correct for "very buggy") of the KDE2 series that turned 
lots of us off to KDE (almost) forever.

These guys made it astonishingly easy to upgrade, they have packages for 
7.3 I see: http://kde-redhat.sourceforge.net/
