KDE cd and dvd player help

Sorry, no clue there.  I haven't used KDE in almost 3 years.

Sounds like gentoo is doing devfs.  At any rate, did you build xine from
source?  If not, then you really need to.  The control panel normally can
be run simply by middle clicking in the Xine window.  What kind of error
appears when you try that?
