I can't help much with Fedora. When I installed the latest xfce on my
gentoo box using the spiffy xfce installer (gentoo ebuild lagging
behind a little bit), the installer built menus for every imaginable
kde app, but abosolutely nothing for gnome.

I'm not much of a window user. I update the panel for frequently used
apps; otherwise, I just use the run box.

xfce is making the attempt to be quite desktop.org compliant, so maybe
you're on the right track there.
