In general, once installed, no part of Print Wizard needs to Run As
Administrator ("elevated") except when the admin wants to enter the
license information. (Actually, they could enter it in printwiz.exe when
prompted, but it would not "stick", or apply to all users.) So it would be
violating Microsoft's design goals to run it always elevated.
Furthermore, in some larger organizations the user installing PW does not
have permission to run elevated. In a university library, for instance,
they might need to get an admin to authorize installation and the entry of
the license code, but then never need that level of access again.
Behind the scenes: if you are not running elevated, certain operations
appear to work, but get "virtualized". One of these is creating files
within the "Program files" tree. Another is writing to the registry, which
is where we keep our registration information.
