My quick take:

ACBL says "Clubs/units/districts, we can't tell you when to run your
game/sectional/regional, how to keep it safe, or whether we can provide
directing staff.  Figure it out on your own.  Oh, and clubs are important,
let them take the first risks and watch how it works out for them."

Am I wrong?
