[SBU Board] D19 Multi-Level Events Update

Enclosed FYI is an article providing a D19 Multi-Level events (GNT & NAP) update.  It captures GNT/NAP matters from our D19 board meeting in Victoria this past Monday.  And it addresses a couple of site decisions (Victoria GNTs in 2019 and Olympia NAPs in 2017) that caused a bit of angst in some quarters.

I sent this article to the editors of the Bridge Buzz (Victoria), the Matchpointer (Vancouver) and The Sun (Seattle), who will include it in the next issue of their newsletters.
