My recollections re the arrangement with David:

Years ago the unit rented a vehicle to haul the trailer around when and where needed.  Prior to my coming on the board an arrangement was made and implemented with David that he be compensated -- at the same rate as the unit has been paying for a rental vehicle — to haul the trailer.  I know of no written formalization of this arrangement.

Since completing his term on the board a couple years ago, David has been willing to continue with this arrangement (which inherently includes his set up and tear down support labor).  Toward the end of each calendar year it has been, and remains, appropriate for the Unit President to confirm with David whether he is OK with this arrangement continuing into the following year.

A year or so ago, I became somewhat uncomfortable that, by virtue of this arrangement, David was in a position where he was having to do set up and tear down support labor while no longer being a board member.  I recall having made a motion that, for this reason, David be added to the free play — and I understand this has happened.
