[SBU Board] Unit Service Appreciation Proposal

Hi all,

Attached is the proposal with notes captured from last night's meeting, for
reference by the Award Proposal Subcommittee in prepping an amended
proposal for Nov 10th. Changes and additions/notes are highlighted in
yellow.  Newly included is a breakdown of the cost estimate for the
freeplay list, since that seemed to be a point of potential confusion and
contention. 67% of the cost that was of concern belongs to the board, not
to award recipients or other volunteers, which I feel is worth noting and
considering whether that is a worthwhile investment if the freeplay list
total is a cost concern given the most recent financials.

We did not end up discussing on-site service freeplay coupons, but I had
planned to acknowledge a typo and subsequent math error in the proposal
that I was going to mention when we got there, hence not wanting us to
rathole on those numbers. I had intended for the proposal to be N*4 where N
is the number of **days** in the sectional, not sessions. This nets to 3
days per sectional times 4 sectionals times 4 FPs = 48 for open, and then 2
days times 2 sectionals times 4 FPs = 16 for NLM. Total potential
liability, if all are given out by the chairs, is then $640 annually. (I
had ended up saying 40 in the table at the end of the doc because I was
looking at days for 2018, and we ran a 2 day open sectional, and I wasn't
considering NLMs.) But FWIW, I'd recommend that the NLM chairs not plan on
fully assigning those so long as we're at SBC, since there's significantly
less setup/teardown labor there. I also had planned to mention that these,
like all the awards in the doc, aren't mandatory to give out. It depends on
how many non-board members are helping out with setup & tear down. (Opinion
- I think $640 annually is much cheaper and easier than hiring help to do
this for us would be, and I feel that should be the metric we compare
against for this particular category.)

Last of my two cents on this until November's meeting, although if the
subcomm has questions about anything in the doc, I'm happy to answer. :)
