[SBU Board] Unit Service Appreciation Proposal

Hi all,

The attached is a proposal that I will be bringing up for discussion and
review at our next board meeting. As it is non-trivial, I wanted to give
you all a chance to read it beforehand, in as much as I was able to do so.

Many of the services and events within Unit 446 are driven by the service
of volunteers. In this proposal, I recommend criteria and process for:

   - A new award establishment and funding to recognize volunteer service
   “above and beyond” within our unit (Outstanding Service Awards)
   - A new award establishment and funding to recognize one Goodwill member
   annually within our unit (Goodwill Member of the Year)
   - Process for on-site service recognition during sectionals (one-off
   freeplays)
   - Standards for full-sectional freeplay recognition (addition to the
   list of members allowed to play for free throughout the event)

Motions associated with these proposals and rough financial estimates are
included at the end of the document.
