[SBU Board] 2019 Sun Tan Sectional Update

+1 on all of Eric's mail & thoughts, including the question of why we have
to give up July 12-14. Is it that Anacortes got a sanction in already or
something?  If that's the way we need to reserve dates, maybe we can talk
through minimum requirements to submit so that we're on the schedule, even
if we know location might shift.
