[SBU Board] Dates

Given the solution I posted below for handling bracket 1 early pairing, 
it was suggested that we just delay it to Apr 15 for everyone and let 
people know the 2-3 teams they can start early against if they want. Can 
include a fun "RR and Taxes" thing in the email perhaps?
