[SBU Board] Sweetheart Sectional - proposed schedule/formats - pls review by 9/24

Hi all,

I'm attaching a view of the schedule and event line-up for the sweetheart
sectional based on the proposals approved at our last board meeting.
Changes versus last year are highlighted in orange/tan or blue.  (Items in
orange/tan were adjusted by the approved proposals from the tournament
format committee and the items in blue were adjusted/created via discussion
at the board meeting based on committee findings.)

Please also note that the fee schedule would require adjustment to indicate
that players with 0-20 masterpoints play for free.  (And if someone -- Tim?
David? -- could send me the current fee schedule, I'd like to put it in the
Google Drive for reference and also just know what it is for when/if I get
asked.)

*I'd appreciate it if y'all could give this a onceover and send any
corrections, concerns, or objections to me by 9/24 (a week from tomorrow).*
This will help minimize churn on the flyer.

(We are still TBD on location for this event. The flyer can't be finalized
or published until we are locked on the location, but I'm going to go ahead
and get it near ready next weekend so that the location is the only thing
that needs to be adjusted once it's finalized.)
