[SBU Board] Survey drawing winners

No, I'm saying they expire at end of 2017, which is effectively just past
12 months.  (Basically, they should be able to use them at this event, the
fall NLM, or any sectional next year.)

I'd prefer we not do a formal presentation. I don't know that they'll be
present, and this isn't really an award so much as a drawing. At the time
of notice, I intend to confirm that it's okay with the winners for us to
publish their names in the newsletter, though.
