[SBU Board] Advertising the SBU election

And, as well, I understood we were going to catch the "go to presses" date for the Sun and get it in the upcoming issue so that if there are 2+ declared candidates the membership could vote by/at the Oct sectional.

We also need to advertise the D19 Board opening in a similar manner.
