web hosting recommendations

Hi Folks,
I've got a somewhat odd request from this crowd.  I am looking for a
good web hosting company.  However, I need more than just the usual
definition of good (reliable, responsive, reasonably priced, etc), but
also, a host who is responsive to DMCA counter claims.

To make a very long story short, there's a copyright troll who has
decided that he owns the copyright to content that I possess, that I
want to make available online.  My legal counsel has investigated
their copyright claim, and believes that it does *not* have merit.
However, that doesn't stop this troll from swinging the blunt object
that is the DMCA against me.  Thus, I am seeking a web hosting company
that is responsive, not just to DMCA complaints, but also the
counter-claims that I will be filing.

For those who are (fortunately) unfamiliar with the DMCA, all
companies operating in the US are required to investigate and respond
to all DMCA complaints.  The vast majority make no effort to truly
investigate, and just take down the content to remove any liability
for themselves.  Sadly, there is no legal obligation to respond to
counterclaims, which usually means that the content comes down, and
never gets reinstated without a full court order.

Anyone have any recommendations?
