Yes. DSL typically can only be delivered over "good" cable pairs up to
roughly 16,000 feet from the DSLAM inside the Central Office. Unlike
ISDN, there are no "extenders" that extend that range. The longer you are
in cable-feet, the slower the service that can be delivered over it.
Since they have dropped fiber to the neighborood, that means that you
are effectively *closer* to the Central Office. BUT! ONLY if they put a
mini-DSLAM inside the fiber cabinet in your neighborhood. This doesn't
always happen unless there are enough customers nearby to support the
cost.
There is a fiber cabinet just TWO BLOCKS from my house, but it as yet,
does not have a mini-DSLAM installed. So my DSL line goes 13,000 feet
back to the C/O and thus I am limited to a maximum of 3 Mbps. The signal
quallity is *just* a wee bit too "long" for the next grade of service,
which is 6 Mbps.
