I hate to answer my own question, but after all else failed, I resorted to 
reading the documentation which came with the program ( I HAD read the manual 
page ) and discovered an FAQ which may have answered my question. It looks 
like the file in question was empty. Running tnef in debug mode showed the 
contents of the file and virtually the entire file was one line entitled "MAPI 
Properties", but no contents.
