Sound Card Recommendations for Linux

I can't offer any sound card reqs, as I'm using what comes onboard in
all of my systems.  However, I think I was experiencing the same
problem as you on a Macbook Pro.  Whenever I was attempting to do
anything with Flash, the audio was horrible.  Stuttering, feedback,
horrible noise.  Then I upgraded from Fedora14 to Fedora15, and the
problem went away.  You didn't say which distro you're running.
