I'm missing the point of this last paragraph. Please explain what 
incidents you are referring to.

Method 1.

Open picture in GIMP and choose Image ==> Scale Image and enter your new 
resolution and click OK.


Method 2. - Command Line

Install image-magick
Use:
convert -resize 640 test.jpg out.jpg

Where 640 is the width.
