One thing that all of you new Fedora users are misunderstanding is
that Fedora's network based installation options provide ZERO
packages. Maybe Debian does things differently (Ubuntu certainly does
not), however Fedora uses yum on its backend (soon to be PackageKit
*sigh*) which uses the concept of a package repository to determine
which packages are available to the installation.
