Unique Authentication needs?

OK. Can all do NFS mounts of /home and NIS for user logins? This
would at least keep most of your chores on one system.
OTOH, the X option could still work depending on how you access the
various other systems.
While DBA'ing Oracle can be a PITA, it's not that bad.
You're still a bit sparse on what you have/need, but with the two
choices I've given you, one or both will probably work (assuming vms
supports NFS/NIS -- I know HPUX should unless it's an archaic version
like pre 7.x).
