Configuration Management Software?

I'd be surprised if you found anything capable of performing such a
varied, unrelated series of tasks.  I'd be even more surprised if you
found something that did all of them well.  It sounds like you're
looking for a software sysadmin.  If such a thing existed, and worked
well, most of us wouldn't have jobs any more.
