Per our friends at Synergetic-Data:

An easy way to generate a PCL image is to set up a HP Laserjet III or
higher printer on a Windows workstation, and specify the “port” to be a
file. You don’t need a physical printer - just the Windows printer
driver. Then use a graphics or word processing tool to display the image
and print to that printer. Make sure that the properties are set to
raster graphics and not vector graphics. Windows will prompt for a file
name, and produce that file as a PCL raster image.
