By default. Fortunately, LILO is still available. Most distros did
this for the same reason many still use M$ -- it's easier. With LILO
you have to remember to run lilo after installing a new kernel (which
is hard for the masses to do). But with GRUB, if a remote boot goes
wrong, you're hosed (which most folks never need worry about).
Hopefully, LILO will be with us forever because GRUB is totally
unacceptable to some of us.

try `swapon -s` and see to see if you're using swap.

And the masses can keep KDE and Gnome too. I'll stick w/ Openbox,
thanx. At least with KDE (don't know about Gnome, but assume it is
similar), it's slow to load, eats memory, has a bunch of unnecessary
junk, and fights me like crazy -- no right-click menu on the screen.
Those of us who's first GUI was mwm have a tough time with the M$ way
of doing things.
