In my case, it took about 12 hours to solve while it could be shorter.
They said that the problem was on the telco. Then the telco went out to
test and about 2 hours later, the telco reported the line was good. At
that time, the T1 line was still down so I called again and told me they
would call the telco again. Several hours lasted and they found out the
problem was not at the telco but at some upper circuit which already
caused a disconnect last July or so.
