Check out mgetty, that might be what you want. 
Look at /etc/mgetty+sendfax/mgetty.config  
Modem config for initstring is there. Back in the day, there were other
directories with modem stuff there, now I forgot it all, even the names.
<sigh> But, that's all I find with FC5
