File Permissiosn ....

Ok, I have an ELF binary .. what is the difference between file perms
of :

-rwSrwxrwx  1 bend appgen  1428 Aug 24  2006 testme

And:

-rwsrwxrwx  1 bend appgen  1428 Aug 24  2006 testme2

Where the difference is only in Big SUID and little SUID ?
