That would be sid/unstable I believe.

Debian doesn't have an official forum.

I've been a list member of -user for several years now. I think it
has become much kinder and gentler in the past few years.
If you have read the docs, the man page, checked the archives and googled
then people are much more prone to help with your problem.
So sure, if someone posts asking for an answer to a question that
has been asked the week before for the millionth time it's clear
they haven't done any homework and want someone to just fix it
for them. They might get told to RTFM, STFW, etc. But I think that
is pretty typical of all the lists I have been a member of.
