The editor of DistroWatch makes no claims for the "rankings". He urges caution
at every turn, even going so far as to say it may mean nothing at all. It's
certainly not a download counter as that article mistakenly says. Tho it does
generally seem to reflect what are perceived to be the "top" distros out there.
