There was a very interesting article on NPR about this topic some weeks 
back vis a vis the difficulty of getting a job on the outside, issues being
1- no job skills or irrelevant job skills after extended time.
2- no money.
3- no resume.
4- no family support.
5- no affordable housing.
6- no transportation.

The concept of rehabilitation is gaining some traction after 20 years of 
  being dismissed, if for no other reason than to reduce recidivism.
