Actually, that's what Open Document is about. Microsoft just didn't want
to support something that doesn't contribute to their lock-in strategies.
As far as the cost issue, aren't they already stuck with that or worse, as
going to Microsoft's alternative involves upgrading to the new version of
Office? If you think about it, actually both XML-based formats are
intended as standards-based, open alternatives to PDF--but Microsoft's is
only open as long as Microsoft finds it convenient for it to be.
