The default paper size for a printer is configured in a file (or
files) /etc/cups/ppd/printer_name.ppd
In an emergency you could edit this (these) file(s) manually, but they would
be subject to being over written, later.
The default can more easily be set by using your web browser
(http://localhost:631) as you described and then going to Admin/Manage
Printers/Configure Printer.
Finally, a permanet fix would be to find where CUPS stores its library of
PPD's (on a Debian system it's /usr/share/cups/model and edit the appropriate
ppd files there.)

Check the security settings in /etc/cups/cupsd.conf.
