No.  Signal amplitude doesn't have to be larger than "normal" whatever
that is.  You just have to have a signal you can discriminate.

Think of it this way:
You're at a party.  A number of people are talking and you can hear
their voices.  But the blonde 6 feet away has a fairly high-pitched
voice compared to the (mostly) men talking near you.  You can hear the
guy in front of you, but you can also hear the blonde even though
she's farther away and her voice is not as loud because the frequency
(pitch) of her voice is radically different than the man talking to
you or the background noise.
Now, if your ears were electronic circuits and you could put a
bandpass filter in that could only distinguish her frequency, even if
the guy in front of you were shouting, you'd only hear her (that is
until the ambient noise simply rose above her soft voice).
