It might be easier to use the parallel port/network interface to get the 
printer status.  That might tell you what is 'broke' better than the webcam.

It has been a while since I used a parallel port or serial port for 
printing, but even then, the printer could report some of what was 
wrong.  Network printers can generally say exactly what is wrong, often 
with a web interface.
