Another way that works well if the computer's BIOS is set to
bring the machine up when power is restored is to use something
like American Power Conversion's Master Switch, basically a power
strip that allows one to control its outlets via web or telnet
from the network.
I've found these APC boxes invaluable when dealing with equipment
in remote locations, even allowing me to reboot routers and a
CSU/DSU by dialing into a Linux box on the LAN, and telnet'ing
into the APC to power cycle the wedged device to bring the
Internet connection back up.
