I use Kubuntu on one of my laptops and I like it a lot. Don't know
about the 64 bit version, have no need for it at this point.
What you are thinking of is the root user is disable by default.
Everything that needs to be done as root is done through sudo, or for
the gui the kdesu (on kubuntu, obvioiusly). Although you can re-enable
the root account easy enough. There is documentation on the website of
how to do it. I have used it both ways, and have kinda become fond of
doing everything with sudo.
Plus they have live cd's too so you can check it our first before you
install if you like.
