You would need to edit the /etc/apt/apt.conf & /etc/apt/sources.list files. 
Libranet 3.0 ships with a sources list that draws primarily from their own, 
"safe" archive, as well as several others, and then sets up pinning in 
apt.conf to determine what gets downloaded from where. It's a hybrid of 
sarge, sid & some non-free stuff.

Libranet 2.8.1 give you a choice of using the Libranet archive or regular 
Debian archives.

Once you have apt configured as you would like it, then you would use 
aptitude, synaptic or apt-get to upgrade the packages.
