Yes. In fact that may be the only possibility given that there may be no such 
thing as a client-based CMS as you said. But I guess that wouldn't be too much 
of a hardship to have to run MySQL and PHP locally (probably tougher in the 
case of my clients that would be using Windows but not insurmountable).
