apache2 + UserDir on FC3

OK, thanks for the help. With this info, I was able to construct a
better google search. Most of that was garbage, but I did find an FAQ
that esplained this a little better.

According to the FAQ, the individual /home/userid directories must be
permissions 711 (or 701 per Lonni), public_html must be permissions
755, and individual files must be 744 or 704.

That's why I didn't encounter the problem on gentoo, where the
/home/userid directories are 755.
