gigabit ethernet: does it always suck?

I've been playing with gigabit ethernet a bit at work lately, and I've
found it to be incredibly inreliable. Sometimes I'll get 800-900Mb/s,
and then other times i'm lucky if I hit 300Mb/s. This is all on a test
network with a fairly beefy Gb switch.
Even worse, is that sometimes I can't even get the NICs to autonegotiate
to 1000Mb/s.
Someone please tell me that this is not normal?
I should note that if I fall back to 10/100 then all is good.
